US Public Buildings Service is Hiring a Facilities Management Specialist Near Boston, MA

Duties

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

The major duties of the Facilities Management Specialist position include but are not limited to the following:

  • Provides advice and guidance, and assists in developing recommendations for policy development and effective program performance. Serves as a key support provider to the designated program managers for all of the assigned branch programs.
  • Performs duties such as preparation of reports, projects, correspondence, analyses etc., in any of the branch's program areas, including: building operations; security; occupancy management; lease administration; small projects; reimbursable services, and physical access control and delegations.
  • Distributes information or policies that need to be reviewed and/or implemented to Branch employees.
  • Assists in addressing facilities management issues and studies in the operations and maintenance(O&M) areas.
  • Reviews and monitors mechanical maintenance and janitorial contracts for proper language and coding.

If selected, you must meet the following conditions:

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • May be required to participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-11 salary range starts at $81,963 per year.

The GS-12 salary range starts at $98,240 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience assisting with providing facilities management and services pertaining to program areas such as mechanical maintenance, building operations, security, occupancy management, reimbursable services, and assisting with the completion of small projects for multi-level office buildings or large building complexes.

OR

Education may be substituted for specialized experience if you have a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. To be creditable, such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Have a combination of qualifying graduate education and specialized experience that when combined together meet the qualification requirements of this position.

To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is providing facilities management and services such as mechanical maintenance, reimbursable services, overtime utilities, operating costs and small projects for multi-level office buildings or large building complexes.

Education cannot be substituted for specialized experience at the GS-12 grade level.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Ability to to identify problem areas, conduct research, evaluate technical data and make decisions or recommendations for action based on consideration of all aspects of operational problems.
  • Ability to present findings and conduct formal meetings in a concise and professional manner to prepare and present information to various audiences.
  • Skill in interpersonal relations and in written and oral communications required to effectively resolve problems, coordinate work efforts and maintain positive working relationships.
  • Knowledge of the technical aspects of Building Operations and Tenant Services programs including building maintenance and janitorial operations; occupancy management; physical access control; lease administration; small projects; overtime utilities, concessions, wellness and small projects.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
